Overview

Mr. Hershey was project manager and responsible engineer for the design and construction of the W. Edward Goodhart Reservoir, also known as the Timber Hill Tank, for the Shippensburg Borough Authority. Design began in January of 2011 and the tank was operational by January 2013.  The new water storage tank provides additional water storage to the system’s Middle pressure zone.

A 3-million gallon prestressed wire-wound concrete (AWWA D110) water storage tank was recommended. Included in the project was the design of 3,200 linear feet of 16” ductile iron cement-lined water main, and 6,000 linear feet of 12” ductile iron cement-lined water main to connect the tank to the existing water system.

Also, in order to ensure water quality standards are met, the design included a tank mixing system, analysis of tank detention time, SCADA system improvements to tie the tank into the existing Authority SCADA system, a chemical and equipment building to provide for chlorine boosting, if necessary, and the design of an altitude valve vault to ensure equal filling rates for any future tanks in the Middle Zone.

The project and the Well #1 Improvements were showcased at the Joint Meeting and Continuing Education conference of the Water Works Operators of Pennsylvania (WWOAP) and AWWA in Spring of 2013. As a member of the Program Committee, Mr. Hershey coordinated an all-day session that revolved around the construction of the tank and Well #1 Improvements and included a tour of the facilities. The event showcased the progressive work of the Authority and the benefits to the community.
